    <content type="html">I'm not entirely sure if I'm going to need this or not, but I decided to be on the safe side and put up a permissions post anyway.&lt;br /&gt;&lt;br /&gt;The Doctor is already mildly psychic/telepathic, but this is going to increase dramatically over time while he's staying at Scorched. Eventually he'll be able to control it, but there will be moments when he will "see" things about people that he didn't necessarily mean to see. As a Time Lord, he is incredibly intelligent and has a few differences in anatomy, the most obvious being his double hearts and respiratory bypass, which makes it difficult for him to be choked or suffocated. He has the capability to identify an object and/or it's origin by taste and smell, not to mention he has a great deal of identifying things simply from experience. In this regeneration, he fancies himself a scientist, and is therefore very capable at building and inventing advanced devices. One such device is the sonic screwdriver, a “sonic” device he invented himself about the size and shape of a screwdriver. It can do just about anything except functioning as an actual screwdriver. It's main functions include opening doors (except for ones that are deadlocked or made of wood), acting as a detector for various things, and a series of other mostly useless things. &lt;br /&gt;&lt;br /&gt;In game, I'd really like to enhance his telepathy. In canon, he can only really get glimpses of people if they are other Time Lords and through physical contact. I'd like to take that to the next level, and with player permission of course, have him be able to see into people's minds and thoughts without contact and perhaps not always in a controlled manner. The other ability I'd like to give him is make him a technopath. In canon, he's already extraordinary with tech, so it wouldn't really be much of a leap to enhance that as well.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;canon history:&lt;/b&gt;  &lt;a href="http://tardis.wikia.com/wiki/Third_Doctor"&gt; link to three's wiki &lt;/a&gt; He's got a terribly long history, and this is just of his third incarnation.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;personality:&lt;/b&gt; &lt;br /&gt;Three is in &lt;i&gt;many&lt;/i&gt; ways just a grouchy old man. Though his actual age is undetermined, we know he must be at least several centuries old. He's spent most of that time breaking the rules and defying tradition, a true rebel to the Time Lords and their laws. On the last dangerous escapade of his second regeneration, however, he was caught and forced to regenerate. Along with that punishment, he was exiled to Earth and his TARDIS damaged, with all knowledge pertaining to fixing his TARDIS removed from his mind. Although Earth is his favorite planet, being trapped among so many humans for so long makes him irritable. His patience for humans has greatly decreased, as they're far below him in both technology and mental capacity. He'll often channel his frustration at being trapped on Earth at those around him. It's not uncommon for him to insult his friends, and it's difficult at times to tell whether he actually means it or not. He craves having someone around who can function at a level similar or equal to his own.&lt;br /&gt;&lt;br /&gt;This is where the Master comes in. A fellow renegade Time Lord, the two were once childhood friends until a bad decision on the Doctor's part resulted in a messy falling out. In typical Doctor behavior, Three has repressed the emotions involved and convinced himself that instead of guilt, he feels hatred towards his old friend, who has turned to 'the dark side'.  He's therefore obligated to be unnaturally cruel and spiteful towards him, though at the same time, he has a grudging respect for the man. It's a relief to have another being superior to humankind around, at least sometimes, and the Doctor actually quite enjoys the moments when the two are forced to work together. In those times, they are almost friends again. Until, of course, the moment ends. Then the Doctor goes back to hating him.&lt;br /&gt;&lt;br /&gt;Three has an incredibly dry sense of humor. Again, it can be difficult to tell when he's joking and when he's being serious. His humor is mostly sarcastic, and often times quite biting. He seems to enjoy insulting people who aren't intelligent enough to realize he's even insulted them. Similarly, he takes pride in his Time Lord status, and can appear very vain at times as he reminds humans that they are, after all, only human, while he is much more than that. &lt;br /&gt;&lt;br /&gt;He has a taste for adventure. Danger is neither unwanted nor unwelcome to him. The Doctor will quite willingly throw himself into dangerous situations, and he'll enjoy them. In the serial &lt;i&gt;The Sea Devils&lt;/i&gt; alone, he goes to explore a potentially dangerous navy base, runs through a minefield, has a sword fight with the Master, runs through a war zone, chases the Master on sea doos, and rigs a machine into a bomb which could very well kill him if he doesn't escape in time, which, of course, he does. That's not even all of it, and that's just in one serial &lt;i&gt;alone&lt;/i&gt;. Danger and adventure is what excites him and makes him feel alive.&lt;br /&gt;&lt;br /&gt;But it's not just for himself that he dives into danger quite happily. While the Doctor may appear to be a selfish creature on the outside, his hearts are in the right place, and despite his irritation with them, he really does love humans. There's a reason Earth is his favorite planet after all, and that reason is &lt;i&gt;humans&lt;/i&gt;. (And the tea/coffee/chips, but that's not important.) He will do everything he can to protect the human race and the Earth itself, including giving his own life. In a later regeneration, just after he regenerates and his mind is still confused, the Doctor knows instinctively that he is Earth's champion and protector. He takes great pride in this title.&lt;br /&gt;&lt;br /&gt;The Doctor isn't irritable all the time, though. In peaceful moments, he's generally a quite pleasant person to be around, polite and gentlemanly. He's even more so around those who have earned his respect. He knows how to behave himself, and he usually treats everyone with some respect (unless, of course, they've gone and done something stupid that he has to clean up now). &lt;br /&gt;&lt;br /&gt;&lt;b&gt;why do you feel this character would be appropriate to the setting?&lt;/b&gt; &lt;br /&gt;To put it simply, he's the Doctor! He's got a knack for trouble and he loves adventure in all of its many forms. I'll just carry on with the assumption that you &lt;i&gt;can&lt;/i&gt;.&lt;br /&gt;&lt;br /&gt;I seem a bit lost, I'm afraid. Would anyone mind terribly letting me know where I am?&lt;br /&gt;&lt;br /&gt;&lt;small&gt;[He sighs a bit and glances over his shoulder at his surroundings.]&lt;/small&gt; This must have something to do with the Time Lords...my exile must not have been &lt;i&gt;satisfactory&lt;/i&gt;, I suppose. &lt;small&gt;[It's said mostly to himself, and he turns his attention back to the Forge.]&lt;/small&gt; &lt;br /&gt;&lt;br /&gt;I seem to be missing my TARDIS. My time and space machine...she's taken the form of a blue police box ever since her chameleon circuit was damaged. Has anyone seen her about? She's not much use at the moment, a bit broken down, but she has something of a sentimental value, I suppose you could call it. Oh yes, and she'd be locked, so don't bother trying to get in. &lt;br /&gt;&lt;br /&gt;&lt;small&gt;[There's a brief pause.]&lt;/small&gt;&lt;br /&gt;&lt;br /&gt;Oh, and how terribly rude of me, I forgot to introduce myself. I'm the Doctor.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Third Person Sample:&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The Doctor spent a long time merely sitting on the bed of what he assumed to be his prison, trying to trace how exactly he got here. His mind was disoriented and confused, but he brushed it off the best he could.&lt;br /&gt;&lt;br /&gt;This place was unnatural, &lt;i&gt;wrong&lt;/i&gt;. He knew that instinctively. He shouldn’t be here, nor did he particularly &lt;i&gt;want&lt;/i&gt; to be here, but doubtless the Time Lords had decided he was enjoying his exile too much and shipped him off somewhere else.&lt;br /&gt;&lt;br /&gt;“That’s very rude, you know!” he shouted at no one in particular. “I believe I have the right to know where I am! I &lt;i&gt;demand&lt;/i&gt; to know!”&lt;br /&gt;&lt;br /&gt;There was no response, not that he expected one. The Doctor sighed and leaned forward, pressing his hands to his temples and closing his eyes. &lt;i&gt;Think, Doctor, think. There’s bound to be some way out of here.&lt;/i&gt; But he didn’t believe that.  He couldn’t feel his TARDIS anywhere, and without her, he was trapped. To be fair, he would be trapped even if he &lt;i&gt;was&lt;/i&gt; with her, which the Time Lords seemed fond of rubbing in his face. To have the means for escape right in front of him, yet being unable to do anything about it or leave…now &lt;i&gt;that&lt;/i&gt; was torture.&lt;br /&gt;&lt;br /&gt; His thoughts drifted instead to the Master. Perhaps this was his doing. He highly doubted it, considering the man’s track record of successful plans, but there was a chance, he supposed. It had been so &lt;i&gt;frustrating&lt;/i&gt; watching him escape again, and in such a ridiculous manner too. Faking illness, but even the Doctor had been taken in. Despite himself, he’d been…almost &lt;i&gt;concerned&lt;/i&gt;. He shook his head, ignoring that thought. No, of course he hadn’t been concerned. Why should he be? If the Master died, then good riddance. The universe would be much safer without him and the Time Lord caused  him enough trouble and headaches as it was.&lt;br /&gt;&lt;br /&gt;“Stop it,” he told himself firmly. “You’re here to…well…I don’t know just yet, but it’s time you did something about that instead of sitting around and waiting for something to happen. There’s work to do and a new place to explore. Somehow now he's landed in an unfamiliar TARDIS with a future Master, and they're expected to...what? Live together for a while?]&lt;/small&gt;&lt;br /&gt;&lt;br /&gt;So let me get this straight.
